Investor Pass and property investment

What is the Paraguay Investor Pass?

The Paraguay Investor Pass is a residency-by-investment program launched in 2026 by the Ministry of Industry and Commerce (MIC) and Migraciones (National Migration Office), so that foreigners who invest in the country can obtain Paraguay permanent residency directly, without first holding temporary residency. It is governed by MIC Resolution 283/2026.

Minimum investment by category

The minimum applies per applicant: if several people invest together, each one must cover the amount for their category.

  • Property: USD 200,000 in real estate held for commercial or investment purposes, not as your own home.
  • Productive investment: USD 70,000, with a business plan and 5 formal jobs.
  • Tourism: USD 150,000.
  • Financial instruments: USD 200,000, held for at least 2 years.

How the process works

  • First, you obtain the Constancia de Inversionista Extranjero (Foreign Investor Certificate) from the MIC through SUACE (the government’s one-stop business portal). With a complete file, it is issued within 5 business days.
  • With that certificate, you apply for permanent residency at Migraciones.
  • Then you apply for the cédula (Paraguayan ID card).

Is it a golden visa?

It is often compared to golden visas because it grants residency in exchange for an investment, but its official name is the Paraguay Investor Pass. It does not grant Paraguayan citizenship or a Paraguayan passport.
