Residency and ID card
What is the difference between Paraguay temporary and permanent residency?
Paraguay temporary residency lasts up to 2 years, can be extended for the same period, and is the step before permanent residency. You apply for Paraguay permanent residency within the 3 months before your temporary residence card expires, and you must prove financial means. Investors can go straight to permanent residency with the Investor Pass.
Temporary residency
It is the most common route: in 2025, about 30,000 of the 40,600 residency permits granted by Migraciones (National Migration Office) were temporary. It lets you get the cédula (Paraguayan ID card), which is valid for as long as your residency.
Permanent residency
You apply for it when your temporary residency ends. Under DNM Resolution 407/2026, Migraciones requires, among other documents, your cédula, your temporary residence card and proof of financial means. The permanent resident card and cédula are renewed every 10 years.
Investor permanent residency
With the Paraguay Investor Pass, investors apply for permanent residency without going through temporary residency first.
