Residency and ID card
Does Paraguay residency give you citizenship?
No. Paraguay residency, whether temporary or permanent, gives you the cédula (Paraguayan ID card) but not citizenship or a passport. Citizenship by naturalization is a separate process: among other requirements, the Constitution calls for at least three years of residence in the country.
Requirements in the Constitution (Article 148)
- Being of legal age.
- At least three years of residence in Paraguay.
- Practicing a profession, trade, science, art or industry in the country.
- Good conduct, as defined by law.
Be careful with promises
Paraguay does not have a citizenship-by-investment program. Be wary of anyone who promises a Paraguayan passport on a short timeline.
